No. Your browser reads the file and builds the new PDF on your device. Nothing is sent to YoussefLabs servers. The page does download the code needed to run the tool.
The new rotation is added to the current one and wrapped to 0, 90, 180 or 270 degrees. For example, a page at 90 degrees turned 90 degrees clockwise ends at 180.
Each page is rotated once. Listing 1,1,2 rotates pages 1 and 2 one time each.
PDFs up to 100 MB, and up to 5,000 pages listed in the page field (use All pages for larger documents). Password-protected PDFs are not supported.
